KICA asks you to Discover the Difference of a Kansas Independent Education. 

Our work to build connections and collaboration across our network is part of that difference. In providing cohort facilitation for best practice sharing and coordinating professional development opportunities, we support the work of our member campuses in their communities, and in the lives of their students and staff. 

Along with our legislative advocacy, we work on behalf of our network in many distinctive ways: 

  • KICA offers consortium approaches to Teacher Prep. 

  • KICA coordinates dozens of meetings every year, with four key summits of learning. 

  • KICA works with higher education vendors in a consolidated marketing program.

  • KICA coordinates an Alumni research project called Brain Gain. If you are an Alumnus of a KICA school, from any graduating class, you are invited to take this survey.

  • KICA employs a Joint Chief Information Security Officer. Working out of the Topeka Office, this joint CISO travels a rotation to participating member schools, providing a broad overview of IT security and compliance from a technical and legal perspective, including:
    - Regular and recurring network analyses on vulnerabilities, both external and internal
    - Assisting schools in understanding compliance requirements, attaining cyber security insurance coverage, and managing cybersecurity incidents.

  • KICF manages a joint Employee Insurance Pool. The medical insurance program is a self-insured pool. The dental insurance program is a fully-insured pool. Both are administered by KICF, in partnership with IMA Inc., and currently use Blue Cross Blue Shield of Kansas as the provider. 

The Transparency in Coverage (TiC) rule includes several new laws, one of which is the requirement that insurers and health plans make certain machine-readable files publicly available:

• The In-Network Rate File – All applicable rates paid to in-network providers for all covered items and services (including negotiated rates, underlying fee schedules, etc.);
• The Allowed Amount File – Billed charges and allowed amounts for covered items and services provided by out-of-network providers; and
• The Prescription Drug File – Negotiated rates and historical prices for prescription drugs furnished by in-network providers. [this file has been delayed indefinitely]

The provider for KICF’s Employee Health Insurance Pool program, BCBSKS, will be posting the required machine readable files (per Transparency in Coverage) to the public portion of their website on July 1, 2022. Their public website will provide links to BCBSKS files, as well as links to files for all other Blue Plan. ASOs can provide the link to BCBSKS webpage for machine readable files on their website.
